By downloading and using BLEA, you agree to these Terms of Use. If you do not agree, do not use the app.
BLEA is a public safety tool designed to assist in locating missing persons who have Bluetooth-enabled medical devices. It is not intended for any other purpose.
When a detection is made, location data is shared exclusively with verified law enforcement investigators. BLEA does not share detection coordinates with family members, case submitters, or any non-law-enforcement party.
If law enforcement determines the individual left voluntarily and is not in danger, the case is closed and no location information is disclosed. BLEA respects every individual's right to privacy and safety.
BLEA does not assist in locating individuals who have voluntarily left or where no law enforcement investigation is active.
You agree not to attempt to reverse engineer, modify, or misuse the BLEA app or its detection network. You agree not to submit false or fraudulent missing persons cases.
BLEA users are not notified when a signal match occurs. All detection data is reported directly to law enforcement.
If you have submitted a case and are notified of a signal detection, do not attempt to locate the person yourself. Share all detection information with law enforcement and allow them to coordinate the response. Approaching a location without law enforcement present may compromise the safety of the missing person and interfere with an active investigation.
Cases are only activated with a verified, active law enforcement case number. BLEA verifies all case submissions with the reporting agency before activation.
By submitting a missing person case through BLEA, you represent and warrant that:
You are a family member, legal guardian, authorized representative, or law enforcement officer with a legitimate connection to the missing person and their case.
You have lawful authority or consent to disclose the missing person's medical device information, including Bluetooth identifiers, device model, and manufacturer details. Medical device information is protected under HIPAA and other applicable privacy laws. BLEA relies on your representation that you have the legal right to share this information for the purpose of locating the missing person.
The police report or FBI case number you provide is valid and associated with an active investigation. Before submitting, you should notify the assigned officer or investigator that you are activating a BLEA detection case and confirm they are willing to receive detection reports. You agree to provide the officer's name and contact information to facilitate case verification.
You will not use BLEA to locate any person for purposes of harassment, stalking, domestic abuse, or any unlawful purpose.
You understand that BLEA will verify your submission with the reporting law enforcement agency before activating the case. If verification fails or the agency does not confirm an active investigation, the case will not be activated and any submitted data will be deleted.
You are responsible for the accuracy of all information submitted. BLEA is not liable for delays, failed detections, or other consequences resulting from inaccurate or incomplete device information.
A $250 non-refundable case submission fee is required at the time of submission. This fee covers case verification with law enforcement, initial case setup, and the first month of active monitoring. Subsequent months are billed at $250/month. You may cancel monitoring at any time. Upon cancellation, the case is deactivated and detection scanning stops. No refunds are issued for any period during which the case was active or verification was attempted.
BLEA reserves the right to decline, deactivate, or remove any case submission at its sole discretion, including but not limited to cases where verification cannot be completed, where submitted information appears inaccurate or incomplete, or where continued monitoring is deemed inappropriate for any reason. No refunds are issued for declined submissions, as the fee covers the cost of verification and case processing.
BLEA is provided "as is" without warranty of any kind. We do not guarantee that the app will detect any specific signal, or that detections will result in the recovery of a missing person. BLE detection range varies significantly based on environment, device, and interference.
Where a family has posted a reward for information leading to recovery, BLEA facilitates but does not guarantee reward distribution. Reward eligibility is determined by the posting family and applicable law.
You may register your device for reward eligibility by providing your name and phone number. This information is shared only with verified law enforcement and the reward-posting family for the sole purpose of facilitating the reward. You can remove your registration at any time from the app home screen. When you remove your registration, your name and phone number are permanently deleted from our servers. Any detections previously associated with your device will be retained in anonymized form only.
BLEA and its operators shall not be liable for any damages arising from use or inability to use the app, including but not limited to failure to detect a signal, inaccurate GPS coordinates, or delayed transmission.
BLEA is intended for users aged 18 and older. By downloading and using the app, you confirm that you are at least 18 years of age. BLEA involves law enforcement coordination, missing persons investigations, and background location data collection, and is not designed for use by minors. If you are under 18, please delete the app immediately. BLEA does not knowingly collect data from anyone under the age of 18.
